I did this step in conjunction with glassing the inside of the shoulder support.  I couldn't bring myself to cut a hole in the should support to install the aluminum tab and nutplate so I installed them before I did the inside layup, keyed into a slot cut into the foam.  See Step 2 Glassing (the) Inside (for wet layup) for details.
